in various kinds of warfare as private, captain,
general, and commander-in-chief, am unemployed
now that I do not go to war. And yet I direct the
senate as to what wars should be waged and how;
at the present time, far in advance of hostilities, I
am declaring war on Carthage, for she has long been
plotting mischief; and I shall not cease to fear her
until I know that she has been utterly destroyed.
