[4] He found its peoples strong in numbers and in fighting men, and since the rapacity and insolence of the Roman officials sent thither from time to time had made them hostile to the empire in all its aspects, he tried to win them over, the chiefs by his personal intercourse with them, the masses by a remission of taxes. His greatest popularity, however, was won by ridding them of the necessity of furnishing quarters for soldiers; for he compelled his soldiers to build their winter-quarters in the suburbs of the cities, and he himself was first to pitch his tent there.
