truth was, that General Sumner landed at the wharf with the other passengers, and did not see General Johnston till the next day at noon. When the command was turned over to him, he expressed an approval of all his predecessor's acts, and much gratification at the condition of the department, also asking his advice as to future arrangements, the disposition of troops, etc. He stated that he would make a favorable report to the War Department. The following extract from his report of April 28, 1861, to the adjutant-general, gives all that he says in regard to General Johnston; but, in so far as it goes, it confirms what has been said: I have the honor to report that I arrived here on the 24th inst., and on the 25th relieved General Johnston in command of this department. My departure from New York was not known here till the night before my arrival. It gives me pleasure to state that the command was turned over to me in good order. General Johnston had forwarded his resign
